I don't know about the dance, but the dress is beautiful!
PS: According to Wikipedia, Point Pelee is the southernmost tip of Canada. The Sarnia border crossing is between Ontario and Michigan and it seems that Point Pelee is on the border with Ohio. But Sarnia is still very southern. :)
