I think the truck is carrying some sort of conveyor belt system. Regardless of what it is, you've given us a good Yellow Mellow Mystery.
Well, it looks like some kind of ladder, or maybe a crane?

It looks like a portable conveyer belt used for conveying roof tiles or bricks up to the roof or other places higher up on a house while being built.
