Ann,That's an air compressor which supplies compress air maybe for jack hammers or ventilation fan if they are going into some manhole.
We would need some road repairs too, lol !
Canadian roads are usually at their worst in spring after winter has wreaked havoc with its freezing and thawing. Your roads must be much better than ours, yes?
Thanks, Thomas,They were repairing the road, so I think it was for a jack hammer. I do have a photo taken at another location, where they were at a men hole.
